Problem with timely notification

I was expecting a package from overseas. My package arrived and I received 2 notifications on the 15th of January 2013, one dated 13 December 2012 and the other one dated 2 January 2013. I went to the post office same day and they told me the package was returned to sender. This is the second time in 3 months the same thing is happening, the last time I had to pay shipping again even though I received notification late. Now if I still want this package reshipped I have to pay another R800 on top of the first R800 that I paid to begin with. Now how can I get 2 notifications on the same day after my shipment was returned to sender if someone is indeed doing their job? I am very disappointed at the fact that I'm still complaining about the same thing 3 months later.
