Non-payment of refund

I had booked Lionel Peters to take photos and videos for my wedding in November 2013. I met him and saw his work and was interested and thus booked him. I paid R7500 deposit for the services in January 2013. However a few weeks down the line I googled him on the Internet and found some complaints about his poor service on hello Peter of which I asked him about. He gave me an answer and I gave him the benefit of the doubt. Then the lady who had referred me to him then cancelled her booking with him due to his poor service and other complaints she had about him. I then cancelled my wedding booking as I had lost confidence in him and could not have someone like him taking my photos because of his unprofessional ways. I emailed my cancellation and requested a refund to which he agreed in March 2013. To date I am yet to receive my refund, my husband and I have been calling him countless times to find out when he will pay but he ALWAYS comes up with excuses. Last weekend he had promised to pay R5000 into my account and he hasn't done so, he always says he will pay on a certain day but does not do so. I am totally fed up with his nonsense, all I want is my money back in full.
