Still not received lette

I have been waiting since July 2013 for a letter from JM atterneys and still have not received my letter, what i do not understand is that when you do not pay they phone and charge you for the phone call, but when i phone who do i charge for the phone call, and why is it that i have to wait so long for my letter is it that difficult to write a letter to say the client has payed their debt.
Please what or whom do i contact if i have a problem with a lawyer or do they just get a free pass. I payed my debt and still I have to suffer because of something that happened 15 years ago (Health and Racquet when bankrupt)
