Can't access my own funds

As an analyst developer my eyes are most likely my most valuable asset to me. I went to an optometrist to obtain replacement spectacles and sunglasses of the highest quality.

I have far more than is needed in my medical savings account however discovery has refused to pay out the full amount required.

The cheaper options available cause strain on my eyes and negate the purpose of having spectacles altogether. What is to be done in a situation like this?
