Deceptive ways of acquiring client's money

On 23 January 2014, Portia from Hotel Express International called saying that since I had not used my VIP card I was due for a refund of R1850.00. She also wanted to verify my bank details to ensure that the account was still active. However the next day (24/01/2014), an amount of R1850.00 was deducted from my account. I called her and she stated that it was a mistake from accounts and that she will speak to her manager in order to process the refund. Later that day she called stating that they had reversed the transaction and it would reflect in my account the next day (meaning 25/01/2014). The money never reflected, and again on 27/01/2014 she promised to check what the delay was and called to say they had processed the refund and that it takes a few days. It has been 7 days now since she has been stating that the money has been returned into my account, yet it is not there. Furthermore when I call to ask her about it she always says that she is going to accounts to check and that she's speaking to her manager about it.
Hotel Express has taken my money without my consent and under false pretenses. They treat their client's deceptively.
