Failure to send a statement but demanding payment

In February 2013 I was admitted to the Wilgehuiwel hospital and stayed for 2 days. In July 2013 I got a call from the accounts department to say that the medical aid paid them but there was a shortfall on the account.
I asked them to please email or fax me statement so I could check and then pay the account, I never received a statement. After a month I called them and once again requested a statement which they said they would send. Again 2 weeks passed and I had still not received a statement so I called again and was promised that it would be sent within 15 minutes of my phone call. To date I have still not received anything.

On 20th September I received a call from a debt collection agency to say that I had been handed over. I asked the debt collectors for a statement so I could check and and pay. They told me that they cannot do that because all the get is my Name and contact number and the amount outstanding. All they can give me is the bank account number into which I must deposit the money.

I have never refused to pay or denied that I may owe the money but in spite of my efforts to obtain a statement of account they simply failed to send it or communicate with me.
