Not getting what we paid for!

I don't understand why wits can't close the parking area booms, specifically the ones at the 2nd year, 3rd year and postgraduate areas. Currently ANYONE AND EVERYONE parks there, even if they didn't pay for it. We pay a lot of money to be able to park in those designated areas, and I can barely find parking in the areas that we PAID for. Most of the people parking there now don't have stickers, haven't paid to park there and park illegally, without being fined. This is unacceptable as we paid to park there whenever we want, from Jan 31st. It is now March, and the booms are still open and I still struggle to find a parking. As far as I'm concerned I feel I am entitled to a 1 month refund on my parking permit!
