Cancellation of Registration no refund

My student number is 51521261.
I have registered in January 2013 with Unisa. Due to unforseen circumstances I had to cancel my registration which I did in the first week of Feb 2013. I was told that i forfeit the R6000.00 that I had paid as a minimum payment for registration.
I dont understand this as it clearly says in the MY REGISTRATION download and info in your offices that the cancellation date for registration is 15 March 2013. and "Minimum payment and May payment forfeited after this date. Initial payment and second payment forfeited after this date."
It clearly says AFTER THIS DATE (15 March 2013) so why am I not been refunded? Where is my money going to? I have spoke to many people at the Johannesburg offices and also to the finance dept but they all say that I forfeit the R6000.00. Please show me where on the info provided does it say i will forfeit this money and please dont tell me that it says in the above mention quote from the registration guide> I repeat it says AFTER THIS DATE. What is the function of a cancellation date?
Legally according to your registration guide I am owed a R6000.00 refund. If your wording is incorrect that is not my problem.
