50% of decrease on fees

i was enrolled with unisa last year doing ACE in LO and i m also enrolled with unisa this year doing the same course.there is a huge change in fees as they are not the same as there is a 50% decrease .i did went to the branch and enquirer about it they told me that they don't understand what is going on and they referred me to the unisa in Pretoria and they also told me the same thing.i just want to get my refund as it looks like i have paid a more than enough.
