The department of education is expecting our students to pass well. My sister got distinctions on her maths and physics but they refuse to accept her as a student.

she applied for her BSC in chemical engineering in July 2013 but they said the course is full. they gave her the option to take BSC chemistry with chemical engineering option. During registration she is told that she is on the waiting list.

This is unfair because she applied for these courses in July 2013. How can there be no space available for a student who passed well and applied on time?
