Dont respond to email about outrageous costs!

I received my results for my exam. I am really unhappy about the fact that they fail you by 4% and expect you to pay R800 for a remark or R400 to rewrite the exam. Firstly I think the costs are ludicrous! and secondly its a waste of my time! I work full time and have 3 kids as well. The other strange thing is that I PARTIALLY failed this exam! Is that even possible? Shouldnt I pay a partial fee to remark?! With my other subject, the 1st time I wrote this subject, my books were delayed by the college and parts of my assignment were incomplete. At that time when i sent an email explaining the situation, i was basically told, we don't care! I can understand me failing then but still managed to get 54% with no books! The second time around I had studied and was well prepared for the exam, yet I get the exact same mark!? How does that work? Now I have to register for the entire subject again? I feel they purposely fail students to mark more money. I have gotten A's in other subjects so I'm serious about my studies. I have sent them a detailed email and its been 7 days with NO reply! Nothing! The ICB are quick to ask for their membership fees but not as quick to respond to their students.
