Study loan at NSFAS through CPUT

I applied for my daughter for a study loan at NSFAS through CPUT (welllington campus) in 2013.The contact person was Bongiwe Mdingi. NSFAS paid the outstanding fees on my daughter account, but there was a surplus of -R5000 which was to be paid to my daugther's acc. We completed a claim form end of October early November and handed in at Bongiwe's office at the Well campus. We constantly checked with her when payment will be maid which unfortunately never happened. When the campus reopened we enquired and she had the one exxcuse after the other. Eventually I spoke to a lady in Cape Town called (021 4603918) Sharon who informed me that it is too late to query it now because the claim should have been paid out allready. I said to her that my claim form was submitted well ahead of time and that it was not my mistake. Sharon said that she cannot gaurantee that the money would be paid out. I feel unhappy with that because I feel that I was not at fault and due to someone else's negligence the money cannot be paid out. I hope you can assist me.
