CPUT lecturer incompetent to teach a subject

When we wrote a test in the second term, we wrote on functional dependencies. We only had one class on this part of the work from another lecturer cause Mr Gordon Lawrence stated he cannot teach the work to the students so why would he allow that 60% of the test be on functional dependencies when he can't teach the work this shows all the students that he has no clue what is going on and this is every student has the right to correct education and he is stopping them from receiving it. What is going to be done about this cause this is money wasted and being from all the students. The reason why the students are not complaining is that they are afraid that their marks will be penalized because if they should complain and this is wrong.

I hope they can fix the problem and let the students have a rewrite because having 150 students failing a test says there is something wrong with the lecturer and the content of the work.
