HOW LONG DOES IT TAKE TO REFUND A DEPOSIT

I submitted application and deposit to Intec on the 04.02.13. Kabelo Bapela never processed the application. Because of the delay and timeframes I decided to cancel which I ddi with Kay Lerotholo on the 01.03.13. Subsequently I have sent many hours on the phone to different people trying to get a refund.
Apparently they have a ninety (90) day refund policy. what about my interest???
how long does it take to check that you are to blame and pay me my money.
it has now been 3 (THREE) months since I submitted proof to Kay Lerotholo and all that Thamie Yose can tell me when I phone is that it is all authorised but they have 90 days to pay me back.
what do they use the interest of refunds to pay bonuses to employees that succeed in 'stuffing' the customer around.
if this is education and how it is managed I can understand why this country is in such a mess with people like Intec at the helm.
