No ID photos for your child, No registration

The 16 May 2013 I called Orchards P. School to enquire about registration for grade 7 next year and was given a list of what to bring along for registration by Berlina. One of the things needed was 2 ID photos of the child. I asked her the purpose of the photos and will I get them back should my child not get enrolled? She said no I will not get them back.
The 20 May 2013 I went to the school with every document needed except the photos since I found that there was not logic on the issue of photos. I found Berlina and asked her to call the principal so that I get clarity on the photos issue. She said the principal is attending a meeting and will go and speak to her. She came back and said she spoke to the deputy principal Ms. Sambo. Berlina said that the Ms. Sambo said; it is law for every parent to bring ID photos for registration. I asked her, will she accept the application forms without photos since i dont understand the rationale behind the photos. She told me that the photos will be used for the child profile and sport. I asked more than three times about accepting my child's application, she said "no photos no application will be received" NO ID PHOTOS, NO SCHOOL?
