Billed R595 for no work done

We have a bad smell coming from our shower drain and toilet in our room. we tried everything in our power to solve it ourselfs, but we could not. We phoned the drain surgeon to come out and see if they could fix the problem. When they arrived the service man told my wife that its because the shower is not being used the sewege flows back up into the drain and that is causing the smell. They then opened the water in the shower and let it run. This took them 8min and they were done. They then went ahead and billed us R595 for labour (this is written on the invoice). Total bill is R687.30. FOR 8min of work? My wife then phoned them to ask how this is possible. The lady said that it is policy! They have a call out fee of R590 including the first our hour of labour. SO how can you bill us R678.30 for 8min of work?
