Refusal to serve me when he was at fault!

I wanted four keys cut at Hammer & Tongs in Gardens Centre. I called them up to find out what time they close and the answer was 19h00. Arrived at 18h30 only to find that the guy that cuts the keys is out and will be back in a few minutes. I go to Pick n' Pay and come back at 18h50. The (huge) guy has just got back (the assistant who spoke to me earlier says) but he refuses to cut keys for me, telling me it is only 10 minutes to closing time. It takes 20 mins of cut keys, he says.
Yes, I say, I was here earlier but you were out.
Sorry, can't do it, he says.
Really?
Yes.
Well at least tell me if you can cut these types of keys - I show them to him.
Yes, he says, we cut all four of those types of keys, but I can't do it now.
Well, can you at least cut these two (I show him the important ones).
Sorry, he says, can't do it.
Sure? I say - he's looking me dead in the eye.
Can't do it, he says. It's only me and the lady here and there's people in and out.
The last person in the shop leaves and it's empty.
And I suppose you're busy? I say - there's no one in the store and he's just been out the last 20 mins anyway!
Busy-ish, he says!!!
I leave in disgust.
