Shocking job!!!

Mr. Burns has done general paintwork inside and outside my clients house over the last two years. in August last year I mentioned to him that I needed to redo the pool's marblite in charcoal. He offered to do it, claiming he has done numerous pools in the past, and that he has staff that used to work for pool companies doing refurbishing. He was keen to quote, and assured me he was more than competent for the job. His quote came in at an average price compared to the others, and after reaffirming his ability, he started in September 2012. A few weeks later the marblite started cracking. In December we eventually got him to come back, he drained the pool again, applied what looks like white crack filler, sanded them back, unsuccessfully, and filled the pool again. Then he poured countless litres of pool acid in, claiming it will eat the white marks away. It is 15 February 2013... And he has done nothing! He also refuses to return the deposit for us to find someone capable. In his words: "You took the risk of employing someone to do a job but you don't know if they can actually do it or not". Oh yes, and that I should stop calling him. Avoid this man like the plague!!!
