Conned into paying for full service not delivered

I required a compliance Certificate for Bond Transfer (Electrical / Beatle and Plumbing). It took two weeks from enquiry to date of possible completion, and only with me CONTINUALLY contacting the company to get to that point. I was desperate for the work to be completed as my bond transfer depended on this, I therefore went with another Electrician and Plumber as I gave up hope on this company. On advising the company that I had gone with somebody else, they QUICKLY billed me the Full Price as if they would have done the Certificates - NICE!!! this is obviously how their business makes money, don't get back to the client, and then out of desperation, client goes with another company, then charge the full price and receive monies for the call out but not the Certificate!!
