COC still wrong after 5 months

Hi.
When we bought the house it was a huge disaster from the start. The lawyer sent us the COC for the electrical part and it was wrong from the start.
I managed to get hold of the owner and he sent guys out to the house. Fixed one problem and left without telling me when the will change the coc. My husband told me that it is not that easy to just change the coc for the electricity. I was told by the electrician that they did fixed everything but they can see that somebody tampered with everything they have changed.
On COC it says that we have one geyser but we have two
I started having problems with electricity the geyser and outside lights are connected, when it rains the power trips and I have to switch off the geyser/outside lights, we'll we are 3 woman staying on a huge property alone my husband works out of South Africa.
I started to phone the electrician to tell him what the problems were but only promises and nothing. My husband send him a very rude email he phone back immediately and sent two guys out the next day, that promised to be here the next day to check everything and wright out a new COC. Nothing it is more than 5 months that I am battling with this guy
