ALWAYS OUT OF STOCK

WHY will these big chain stores advertise on their leaflets, if they cannot keep stock, or cannot get stock.
Its been 3 weeks now since Builders Warehouse advertised for a Defy Stove, and on the day of Promotion, they have been out of stock.
What is this, is it advertising to pull customers to the store, or is it merely i dont have stock, and that is it.
