Repairs as quoted never done

I got a quote from Ace Roofing to replace the roof on our club house. He came in with a very reasonable quote over the phone. I asked him to send me the quote which I never received after many promises and excuses. Although I never received the quote he promised to do the job. He said he ordered the roof sheets. Some weeks later, when asking for progress, he said he had the sheets and was going to do the job. After a few more weeks it was still not done. He committed to a number of dates, insisting that he had the roof sheets. He never delivered on his promise. Our ceiling in the club house is now damaged from rain. He will also not even answer my calls. I now have a quote from another company and it is costing us nearly R3000 more, not including the ceiling repairs.
