I want my free upgrade, not a runaround

I purchased Microsoft Office 2010 (Home and Office) during the free upgrade to Office 2013 eligibility period (27 October 2012).

I have repeatedly attempted to download the upgrade from the following site:

Each and every time I get this error:
We are sorry, but we are unable to complete your request.
The following problem (s) exist: If you think you have received this message in error, contact a Microsoft Customer Support representative.

I have made repeated calls to the so-called Customer Care Center. The first time I managed to complete the call three weeks ago the agent informed me that I will receive a download link by e-mail within 5 working days. That has not happened.

Today I attempted 4 times to follow up on this, but the lines to your so-called "Customer Care Center" are so pathetic it is a waste of time.

I refuse to go through this waste of time again and again without achieving anything at all.
