Damaged goods covered up and sold as new

I bought a Dell E4300 computer from Wayne Stevens of Anything IT Services.
It was advertised on Gumtree as being in an "as new" condition.
The computer looked almost new, but I soon discovered that the chassis was badly damaged and had just been covered over with some new plastic coverings.
I have phoned and email Wayne Stevens many many times and on many many times he has said he would refund my money into my account, but this has not happened.
I am now pursing this via the smalls claims court and have issued him with a written demand in terms of section 29 (1) of the Small Claims Court.
