Ad attitude and still no wate

This is the fourth time this year that our suburb is without water for more than 2 days. This is our third day today! We have loads of family from far that is visiting is! When you phone to hear they have a bad attitude! How can they do maintenance on the one pump everytime? Does this mean their not qualified to do the job?
