Failure to receive Paid Up letter

I have paid up my Axact account in October 2017, since then i have been trying to receive my paid up letter, call agents keeps on telling me that my Account is achieved, they told me supervisors are the once who can unachive but im failing to talk to supervisor as the phone keeps on hanging up when they transfer. This paid up letter has kept my life on a stand still as i cannot receive Clearance certificate to move on with my life, so please, please help me out. 0786841852
