Spotters cheque

Earlier this year a friend reffered me to the consultant mentioned and i was to apply for a car finance, mi did and it got declined. A few days later i called the sales person amd informed him of a friend of mine who wamts a car, he then tl0old me that if that deal goes through i will get a spotters cheque. The deal went through then when i went back to him about it, he said he will get back to me, he didnt. I got in touch with him then he said he needs my id number and my tax number. I gave him these also and since that day he has not gotten back to me. Can someone please enlighten me on why this is so.
