Putting my life on a 40% chance

Disappointed:
I sent my car in at Peugeot Woodmead South Africa for a service at 20 000km and currently, I'm on 29 000km, my breaks were making a weird sound so I decided to take the car in. After taking the car I was told the breaks are finished and was called informed that I must pay R4000 for them to add new breaks, as they were not changed when I serviced my car because there was still 40%, I mean 40% I was not told that only 40% was left, putting my life on a call they made that 40% is what my life is worth, meaning only 40% of the job was done.

Now I get call saying that if I wanted my breaks changed I should have said, "I WAS NOT TOLD THAT THERE IS ONLY 40% LEFT" the job was not complete.

I am truly angry and I will not pay new break pads..

Please sort it out urgently.
