Tyre pressure and attitude when reported

I hired a vehicle on Tuesday, a Toyota Etios was allocated to me. Upon driving from the airport to Pretoria, i found the vehicle to be very unstable on the road, swaying badly. Upon reaching Pretoria, I decided to stop at a garage and check the tyre pressure, and as i suspected, the pressure was very high in all tyres, i.e. 3 bars each.
I asked them to reduce to 2.2 and the car was much better to drive thereafter.
Upon returning the vehicle yesterday, Thomas, who was at the drop off desk, asked me is all was fine, i responded by explaining the above situation to him. His response was that it was impossible as all cars are checked before.
If anything, I find this attitude most ridiculous, never mind the unsafe vehicle supplied.
