Razor owner toward oncoming traffic

I would like to make a complaint about Razor Autobody (as seen at the back of the black Yaris). The driver who swore and screamed that I could report him but he is a business owner and nothing can happen to him- drove into oncoming traffic at 4.20pm on 7 March 2013 on the freeway next to Langa Township.
He had a very bad attitude and did not care about putting our lives in danger. If we wouldnt have seen what was happening ahead of time. It would have been a head on collision.
Something needs to be done about people like him
