Paid to send parcel "door to door" from UK

Sent a small box of documents from the UK to RSA with TNT. Paid TNT in UK, in full for door to door service. According to tracking the parcel arrived at the TNT depot in RSA a week after it was sent. A week after that TNT RSA sent the intended recipient a bill for R465.00..apparently a "Handling Fee plus VAT", and "VAT on the assumed value of the box"... What a cheek!! TNT were paid in full in the UK to "Handle" the box all the way to the recipient??... After this debacle, the next box of identical contents were sent via DHL... They arrived at the recipient in South Africa 3 days after dispatch from the UK, no additional fees and no delays... I'm sure you can guess that we wont be using TNT again... ever!
