6 weeks and car deal still not completed

I was contacted by Johan Botes on the 2nd of January with an offer to purchase my vehicle. On the 3rd I delivered my vehicle to him and was told it would take 7 working days to complete everything. It is now the 11th Feb and still nothing is complete. Every day i get the run around and something is always wrong with the deal. At first it was the seller next apparently the tyres needed to be replaced. Johan then said it was because the tyres needed replaceing. surely it only takes a few hours to replace tyres. its more than 2 weeks since the vehicle passed the AA test and still nothing. I am now going to report the vehicle at close of business today. I have received 3 fines for the vehicle since I handed it over. 2 were out of the city one was for kimberly. I have had 2 make 2 payments on the car since then which were not supposed to go off as the vehicle would have been sold already. I want my money or my car...
