SCAM - Paid for two expensive items, only received one

I am from the East Rand in Gauteng and ordered 2 body parts for my lefthand drive Ford Bonco from Don Pretorius in the Cape Town area. His company name was U.S. Parts cc and his website name was www.usparts.co.za. He also had another website www.pecoformance.com. His website claimed that they import car spares from the USA. I paid R5814 into his account.
I collected the tailgate at Time Freight in the East Rand. The fender was still outstanding. I had to send most e-mails twice as there was no response on the first. After waiting more than 6 months, I told him that I would like a refund as they were still waiting for a fender. The amount was R1750 ex VAT. I was told that they would refund me within the next couple of days. I waited quite a few days and after not receiving any refund, I e-mailed him. As I got no response on my e-mails, I told him that I am going to take legal action. The e-mails sent afterwards bounced and even when I tried to phone him, the number did not exist. Suddenly both websites also did not exist anymore.
