No service and still no refund

I had been in contact with Luis from July about hiring a limo for my best friend's wedding on the 7th December 2013. We even went to go view the limo to see if everything is legit with the high and unreliability in South Africa... little did I know. Anyway we checked and everything looked legit we even saw the limo we wanted to hire. On the day of the wedding I caled Luis in the morning after I had been sending him texts with the adress and he was not responding, he said everything was fine he did not see the texts but now he has them and has the full address. He ws supposed to be at the brides home at 9am. Again at 8am I called him to check if he had left and he gave me a story that the limo is stuck in Alberton but he is going there to try and get someone to fix it. 9:30 I called him again and he said he is still trying but should he not make it he will definately refund us. It is a month later and still no refund since he did not make it. He now has the nerve to make his financial problems ours. I honestly feel he tricked us from the onset, he was not going to come as his other limo had coincidentally also burnt down when I asked him to bring that one instead. DISSAPOINTED!
