Delayed feedback of item returned from Canada

This item was returned from Canada via the UK and arrived in South Africa on 14 October 2013.

Yesterday, Friday, 8 November 2013 DHL Cape Town, called my wife to advise that the documentation would be emailed to us and that there is an amount payable prior to the releasing/delivery of the item.

Why has it taken DHL almost a month to contact the client - 14 October 2013 to 9 November 2013 - is this the service that clients have to pay, which to me as absolutely unacceptable.

Will also take this incident to the news media to make all and sundry aware of the service.
