Waiting 2 years for bike papers

Who can I talk to lay a complaint against a Kawasaki Dealership that has given the worst service I've ever see??? I mean come on, waiting almost 2 years for bike papers that one of their salesman lost (or never had). I am truly disgusted by their service. First sell me a bike that was broken from the beginning. The bike was delivered the evening and sent back the next morning. The bike was sent back 4 times for repairs in less than 2 months. As i was getting fed up with the bike breaking the whole time and me losing work time (as the bike was my only way of transport to work), I wanted my money back. It was refused and me being in a vulnerable state was forced to accept their offer for another bike, but not my money back. The bike was delivered at my house and the salesman told me he forgot my papers at work and will deliver it the next morning. Being me, I trusted the guy and gave him the old bike and its papers and He went away. When I took the newly delivered bike for a ride it almost got me killed the same night it was delivered.
