Charged my Petro Card Twice and its NOT HER FAULT

I went to put petrol in at the service station closest to my house. Big Mistake! The attendant came back and said the machine they tried it on says declined. they tried on another machine and same story. I logged onto internet banking and hand fund available. SO i said id like to speak to manager. She comes around and says its a problem with my card without even checking it. She then takes the card and goes inside and says she will see what she can do. 20 minutes later the attendant comes round and says it went through. this is now 35 minutes since i arrived. I sign and leave very annoyed. I get home only to get the 2nd sms which tells me ive been billed twice for 1 tank of petrol. I go back and infor her of what has happened, and she tells me its not her fault. She was trying to help me out by swiping my card. They cannot refund me, i need to speak to the bank to get my money back which they have processed twice. The other african manager told me to go lay a charge at the police station of for the fact that they have billed me twice. What type of customer service is this? Surely you should do what you can to keep your customer happy? I will never but petrol from them again!
