BP Cape Road Newton Park - Ridiclous Attitude

Went this morning to purchase a 9kg LPG gas. BP apparently only exchange your gas can IF purchased at them. Since when does a seller decide how to sell energy... I was always under the impression a gas container is a gas container... I'm very unhappy and was busy purchasing quite a few things at this BP (Cape Road). Needless to say I left without buying anything since the most important item on my list was in fact the LPG gas... I would like more clarity on this matter please as to how BP can decide not to take my NORMAL 9kg LPG can. It needs to be "green"... seriously... this is ridiculous no matter how I look at it.
