Dangerous(!), incompetent and very poor service

We rented a car from Europcar out of Windhoek in Dec 2012. We booked it through CarTrawler and paid a deposit to secure the car. When we picked up the car, we were informed that the vehicle we booked was unavailable. The replacement was better, so no problem there. We were not offered any additional insurance by the clerk. We asked if there was a spare tire. We were told no. We asked for a spare. When we got to the car there were two tires. We then asked for the second spare to be removed. On our refueling stop we checked the tire pressures. Two of them were at 1.0 bar and two of them were at 1.9 bar. Well below the required 2.4 bar and extremely dangerous! Further to the risk posed to our lives of driving with severely under-inflated tires, the risk of damage to the tires was greatly increased! We inevitably had a puncture afterwards and Europcar is now charging us for a new tire and a claims fee despite their gross negligence (and failure to offer tire damage insurance). Further, they invoiced me for the full rental amount despite the deposit that was paid! Finally, I lodged complaints on 31 Dec, 9 Jan, and 14 Jan and only received my first (unsatisfactory) response on 23 Jan.
