Poor Service & Response

I have had posted a parcel from DBN to PE on the 6th may 2013. at the post office i was told to pay in R 73.80 for the delivery, i was not asked abut insurance and this was the first time i had used this service. 2 weeks later i discover that my parcel was. I was asked to file a complaint and i followed through. Today the 12 August 2013 i receive a Postal order for the delivery charge only.

Please advise if i am not asked to take insurance i will not know about it as this was my first postal. Secondly maybe its all a whereby parcels uninsured get. WHO KNOW'S???

during this experience i have dealt with Walter at the call centre and he never for once mentioned that i was not to receive full reimbursement.

am i wrong for not knowing how crooked systems are??
