Engine cover missing

My 2004 Citroen C3 was serviced by Auto Works on the 10th November 2011. The odometer reading was 26, 131km.
On the 12th November 2012 it went for its next annual service. The odometer reading was 27, 880km. After the car had been serviced I was told that the engine cover of the car was missing. Seeing as I didn't even know how to open the engine compartment of the car, the engine cover had to have gone missing at the previous service.
The company accepted liability, but they have not yet replaced the engine cover, even though I have been reminding them since February of this year.
I was always so happy with the service I received from this company, but am bitterly disappointed at the fact that in eight months they have just continually made excuses as to the cost of replacing the engine cover. I entrusted my car to them, and I feel that they are obliged to replace the missing cover.
