Overcharge on gas

I am under the impression that gas prices are regulated as is fuel. On previous occasions I have bought gas from Tokai, Newlands and Edgemead. On Wednesday I was charged R215.10 for a 9 KG gas. On questioning this I was told that this was the new price. I subsequently phoned 2 other service stations and was informed that their prices was around R201.30 per 9 KG. Please can someone explain this discrepancy as it is not really legal to charge above the legislated price?
