I need R500 refund from Cars to go

I bought a car at Cars to go in November and I was told that they will register the car in my name and change the license disc for me. In December Zama called me and told me I must renew the vehicle license disk and they'll refund me the full amount that I paid. And I told her I don't have the time to do that and she said I must do it whenever I get time. I renewed it in February and I paid R500, when I claimed for the refund they told me they can't refund me because I did not renew it within 21 days. And nobody told me about it. I called them several times and nobody is willing to refund my R500 back.

I would really appreciate your help with this matter.
