Refund for a cancelled booking

I booked a vehicle through them on the 23 May 2013, and was supposed to pick it up on the 25th at OR Tambo Intl airport (Jhb) but had to cancel it and duly called them 2 hours before I was to pick it up and the call center agent promised to send me an email confirming the cancellation, which never arrived. While I was cancelling on the phone, he asked me to hold while he called Hertz at OR Tambo to confirm that the vehicle was not picked up, so that I can be refunded. I have sent countless emails and the latest excuse was that they have to confirm with Hertz that the car was not picked up, so what was I waiting for when I was asked to hold?
I have now opened a case of with the South African Police against Hertz and UkRentalcars. I still don't have my refund and Hertz is not calling me back either. Bunch of!!
