Cannot enforced agreement on RMI membe

Me and my husband in this case the consumers report Nisprow Motor Services to their governing body the RMI (Retail Motor Industry) for paying for services not rendered. RMI acknowledges receipt of my complaint and
requests a mediation meeting with Nisprow their member. The owner of Nisprow Motor Services could not attend the first mediation meeeting due to a "burglary". The RMI then requested another mediation meeting whereby Nisprow agreed that they were in the wrong and that they will refund our money back. The Mediation agreement was signed whereby Nisprow Motor Services was supposed to refund our money (R13561.00) on 15/03/2013. We have not recieved our money back till this day and the feedback from the RMI was that they cannot enforce the agreement, and referred us to the NCC. I fail to understand this as Nisprow is their member, his workshop has RMI stickers etc, he is advertising the RMI, but in the meantime this is the type of service one get from a RMI member? We got unprofessional service and was also ripped off.
