Are these people reputable?

I have applied for a job using Gumtree, and have had replies from these people. There are no telephone numbers available on the website. They ask for an upfront fee of R370 before they will process an applicant. Their banking details vary on their website to what is sent via email. Are they authentic? Are personnel agencies allowed to ask for a fee from prospective employees? Thanks
