Unhygienic kitchen and gloveless staff

Why is there a growing trend in fast food restaurants regarding unhygienic food preparation methods??? When asking the manager why her staff are not wearing gloves I get a very aloof response: "they can't work with gloves... That's just not how pizza perfect do things." Well pizza perfect... I'm sure the healthcare act says otherwise?!?!? -side note... Staff were not wearing hairnets either. VERY disgusted (was regular) customer.
