Money disappeares if card is used out of SA

I was in the DRC to work and on 2012-09-14 @ 09:37 I tried to withdraw fifty dollars from Rawbank in Kakanda and I experienced problems.
I had my visa Elite gold debit card with me and my the blue temporary debit card which I got before the gold one, Here is what happened in detail;

I first inserted my gold elite visa card (4451212260557092) and entered my pin and pressed to withdraw 50$, which wasn't successful because the machine displayed an "Operation Failure" on the screen.
I tried 2 more attempts and I still encountered the same problem, so I did 3 attempts with the gold card in total.
I then took out my temporary blue Debit card, inserted my pin and then pressed to withdraw 50$ which came out from the machine this my fourth attempt which was the only successful one.
I later on received 4 Sms's from my standard bank notifications that i withdrew 4 x R429.44 plus 4 x R35.72 worth of bank charges.
I then went to the bank and spoke with the manager there who told me that the money will be automatically reversed within 24 hours and I should also contact my bank, of which i did communicate via email and i am still waiting for them to reverse the 3 transactions!
