Bank refused to return debit orde

Good day

FNB branch in Mayfair refused to return the unauthorised debit order from one of my creditors

I find this a bit strange since i explained to them that i was under debt review and paying the creditor via a paynent plan

What is the rule regarding returing of debit orders
