No Response Scratches and Dent Insurance Refund

I requested the refund for scratches and dent insurance as I sold my car and never benefited from the insurance. My request was replied by Charles Bruce, who wanted the paid up letter from ABSA. I provided the letter and my account details. I got a response that my refund was given to ABSA, then Charles advised that he will the refund back from ABSA and transfer it to my account. I have been waiting since November 2012.
I did several followups and sent email, and was given the same answer every time I call. I have been trying to call Regent insurance and I cannot get hold of Charles Bruce. I need someone in the company to call me and tell me when I am getting my refund? OR what do I need to do to get it?
